Insights into blended finance

TfSE had planned to commission a piece to help local authorities use private-sector financing for transport schemes.


However, we’re happy to say that Innovate UK have pipped us to the post. Their Net Zero Living programme has published valuable insight on Regional Net Zero Funds, exploring how blended public and private finance can support investment in energy, transport, and other sectors.


Rather than duplicating this work, we have shared this resource on our Centre of Excellence . We will focus future commissions on plugging the gaps in this area, ensuring we continue to deliver unique value for users.

How to get the most out of the Carbon Assessment Playbook

The Department for Transport has published its Quantifiable Carbon Guidance (QCG), setting out how local transport authorities should prepare and use carbon analysis to inform transport strategies and schemes. To help you apply this in practice, the Carbon Assessment Playbook (CAP) – developed by the Sub-national Transport Bodies - is available on the Centre of Excellence.  


The CAP offers: 

  •  Carbon baseline dashboards for each LTA, showing how emissions are forecast to change over time

  • A Policy Builder tool to explore the potential carbon reduction impact of different interventions. 


To support you further, we’ve published guidance notes, technical notes, and training workshop recordings on the Centre of Excellence.

Active Travel Modelling Clinic 

In September, we hosted a specialist clinic to support local authority officers and practitioners in selecting and applying the right modelling approaches for active travel business cases.


The clinic, hosted by Dr Joshua Jiao, TfSE’s Analysis Manager, builds on his blog which presented different approaches to modelling active travel that are aligned with TAG. Regional best practice examples were presented, with a special thanks to: 

• Rachel Aldred (Westminster University) showcasing the West Sussex Propensity to Cycle Tool 

• Iain Steane (Southampton Council) presenting lessons from the Transforming Cities Fund – Bitterne Road East scheme

Impacts of Devolution on Buses

We are pleased to announce we have launched our dedicated support package on buses, which focuses on franchising, cross-subsidy, and cross-boundary infrastructure. 

The full report is now available on our Resources page, and a dedicated webinar will be held on 30 September.
